Who can use, sell or manufacture the invention disclosed in my patent if I dont pay the late payment fee and associated maintenance fee on time?

Once the maintenance fee payment grace period has expired, the invention disclosed is now lapsed, the patent becomes available to the public for use, sale and manufacture. This is known as becoming public domain.
