Will the Industrial Design Office know if I did not originate the design?

In accordance with the Industrial Design Act, only the proprietor of the design may apply. You could apply for the design in Canada if you have acquired ownership and it has not been published anywhere in the world for more than one year. In addition, the Office's search of registered Canadian designs and published art could determine whether a similar design already exists.
